PROJECT OVERVIEW

Strengthening Organic Certification Workforce Capacity

In partnership with USDA’s Transition to Organic Partnership Program (TOPP), Strengthening Organic Systems (SOS), is developing the nation’s first open-source, certificate-based curriculum designed specifically for organic inspectors and reviewers.

The Organic Inspector and Reviewer Certificate Modules establish a foundation for a standardized, accessible, and competency-based national training program.

WHY THIS MATTERS

The Workforce Gap in Organic Certification

The U.S. organic industry exceeds $71 billion in annual sales and includes more than 27,000 certified operations nationwide.

Yet:

  • The number of qualified organic inspectors and reviewers has not kept pace.
  • Certifiers report difficulty recruiting and retaining qualified inspectors and reviewers.
  • Academic programs focus primarily on production and sustainability, not on certification, auditing, or compliance.

This limits opportunities for students and professionals—especially in underserved regions—and constrains the growth and reach of organic agriculture.

This initiative strengthens organic certification by building a skilled, trusted workforce prepared to meet expanding regulatory, oversight, and supply-chain demands.

WHAT THIS PROJECT DELIVERS

Open-Source. Competency-Based. Workforce-Ready.

The TOPP National Organic Curriculum provides:

  • Open-source modules freely available for institutional adoption
  • Stackable, competency-based certificate modules
  • Structured adult learning design
  • Case studies and scenario-based compliance exercises
  • Applied assessment and mentorship integration
  • Compatibility with online and hybrid delivery systems

Modules are developed with input from certifiers, inspectors, reviewers, and educators nationwide

CURRICULUM FRAMEWORK

Developed with input from certifiers, inspectors, and educators, the project will deliver stackable, competency-based learning modules that support learners in developing the technical, analytical, and investigative skills required for organic inspection and certification review.

Planned topic areas include*:

  • Foundational knowledge of USDA Organic Regulations (7 CFR § 205)
  • Inspection & review techniques (audit trails, mass balance, input review, reporting, etc.)
  • Crop & livestock compliance
  • Risk assessment, fraud prevention, and supply chain integrity
  • Mentorship and apprenticeship integration for applied learning

*Curriculum content is under development and will be refined through validation with industry professionals. Module topics may evolve as the curriculum is finalized.

ORGANIC SECTOR ALIGNMENT

Recognition & Professional Pathways

The curriculum is being developed in collaboration with industry stakeholders, with the goal of aligning certificates of completion with recognition pathways through organizations such as:

  • Accredited Certifiers Association (ACA)
  • International Organic Inspectors Association (IOIA)
  • Participating certifiers

Recognition pathways will be finalized in coordination with industry partners.

SOS invites participation! Learning institutions such as community colleges, land-grant universities, and extension programs can benefit by:

  • Offering students a direct, workforce-relevant pathway into the growing field of organic certification and auditing.
  • Accessing ready-to-use, open-source course materials compatible with existing online or hybrid delivery systems.
  • Collaborating with a national network of partners advancing the organic workforce under
  • Gaining early recognition as a pilot or adopting institution in a nationally recognized workforce program.
  • Enhancing institutional visibility in sustainability, agricultural innovation, and regulatory education.
